The former Coventry City defender passed his medical and joined his new team-mates for pre-season training at the Eagle Valley Stadium on Tuesday morning.
Adams began his career at Sunderland, progressing through their Youth Team and gaining experience on loan with Brentford, Northampton Town and Coventry City.
He then signed a contract with the Sky Blues in the summer of 2012 playing 49 times in the process.
He has also played twice for England Under 20s and will wear the number three shirt next season.
The 22-year-old is Manager Shaun Derry’s sixth new signing following the arrivals of Taylor McKenzie, Hayden Mullins, Alan Smith, Liam Noble and Nicky Wroe.
